I have seen construction crews pumping water out of low spots into a street that flows into a city storm sewer. I also have seen crews as part of the city water line project draining fire hydrants onto the street and into storm sewers. Are those violations of the city's stormwater ordinance which does not allow merchants to wash their sidewalks off with a hose?
Chad Voigt, the city's stormwater engineer, said water pumped from construction areas is subject to the pollution prevention code. The city's public works department does respond to reports of pumping and will verify that appropriate methods are in place or provide further direction. Flushing of new waterlines is allowed if it does not generate erosion. The Environmental Protection Agency specifically exempted waterline flushing from the current regulations.
