Why is it that I can take my handicap parking permit that is issued by the state of Kansas for a lifetime with my I.D. card and I can go park in Topeka and Lawrence at a parking meter with no problems, but when I go to KU and if I don't park in a handicapped parking space I've got to have a parking permit?
Donna Hultine, director of parking services at KU, said: "Kansas State law does allow anyone with a valid handicap placard or license plate to park free at parking meters, and KU is no exception.
"Kansas State law also allows the university to promulgate rules and regulations to control parking on campus and to charge a fee for such regulation. The fees apply to anyone who wishes to park in zoned parking spaces."
