On some of the new stoplights with the numbered countdown on the crosswalk, the yellow light starts at zero, whereas other ones turn yellow at five on the countdown. Why are they not consistent?

"The criterion has changed since we first started installing them," City Manager Mike Wildgen said. "We are in the process of changing the older ones as preventive maintenance is conducted. The whole process will take a year as preventive maintenance is performed at each traffic signal annually. When complete, the pedestrian timer will hit zero before the yellow light is displayed."
