Why didn't the Journal-World print the text of President Clinton's speech?

The newspaper sought a copy of his prepared remarks, but no text of the former president's speech was made available for publication. It did not appear in any publication or on any Web site. The newspaper's sister television news operation, however, aired the speech live and replayed it later. And the Journal-World's coverage of the event was more comprehensive than that of any other newspaper.
