At Ninth Street and Emery Road at the stoplight, when you are moving westbound, why isn't the left lane a left-turn-only lane instead of the through lane and the right lane a through lane instead of a merge lane?

David Woosley, the city traffic engineer, said: "Designating the left lane as left-turn-only would decrease the capacity of the roadway and cause a lot of unnecessary lane-changing during off-peak traffic conditions."
