I rent office space in the city but I do not have any employees, and I was wondering whether my office is subject to the smoking ban.

City Manager Mike Wildgen said: "In addition to prohibiting smoking in enclosed places of employment, Ordinance No. 7782 prohibits smoking in all 'enclosed public places' within the city. A public place is defined as 'any enclosed area to which the public is invited or in which the public is permitted.' Assuming the office space is enclosed, if you invite or permit the public in the office, then smoking is not permitted there."
