I want to know why the parent wasn't identified in the mercury spill story and if the police are pressing any charges against him.

The parent wasn't identified in the first story appearing in the Journal-World of Jan. 25, because the paper wanted to make sure the identity was confirmed. The name was printed in a follow-up story in Tuesday's paper.

Possessing mercury isn't illegal, even though it is a hazardous material. Therefore, the police wouldn't investigate something like this. Pinewood derby rules for this particular Cub Scout pack don't allow liquids, such as mercury, to be used to weight a car.
