Why is the Lawrence School District allowed to take money from federal Special Education funds and dump it into general education?
Bruce Passman, executive director of student services, said the reallocation of $236,000 in federal special education money represented about 10 percent of the total amount received by the district.
"A key purpose of federal special education funds is to offset the local cost of special education," he said. "As a matter of fact, the federal commitment since 1975 has been authorized to be 40 percent of the cost but actually only funds 15 percent-17 percent. Though these funds are used for this purpose, no special education positions or services have been reduced during the last two challenging budget years.
