How can Kansas University justify spending $17 million on a new recreation center when it's laying off employees and charging students more for tuition?

The decision to build the Student Recreation Fitness Center was made by students, not administrators. Students voted in 1999 to build the center, which is north of 18th and Maine streets.

More than 70 percent of students who voted in the referendum approved of increasing their student fees by $62 a semester for the project.
