How did the woman who conned two senior citizens out of money get a four-year term in county jail? Isn't one year the maximum someone can serve in the county jail?

Melody McKenzie was convicted of four counts of mistreatment of a dependent adult, each of which carries a maximum possible jail sentence of 12 months. But it's possible for her to serve four years because District Judge Paula Martin ordered her to serve the four one-year jail sentences consecutively.
