Do antiwar protesters and other people who have impromptu parades downtown (such as the one May 3) need to have a permit?

Here is the response from Sgt. Mike Pattrick of the Lawrence Police Department:

"The Lawrence Police Department requires anyone wishing to have a parade or special event that will involve city streets to provide the department with ample advanced notice so an operations plan may be developed to provide the adequate resources to ensure the safety of all people affected by the event. Without prior notice and planning, adequate safety measures cannot be guaranteed."
