I know it is against the law to have a cat at large, but my neighbor tried to beat a cat with a garden tool. Is there any law against that? I stopped him in the process, or we would have had a dead neighborhood cat. But, is there any law against beating a cat?

City ordinance 3-105 says it is unlawful "to willfully or maliciously kill, maim, disfigure or torture, strike, hit or beat with a stick, board, chain, club, or other object; mutilate, burn or scald with any substance; drive over or otherwise cruelly set an animal upon another animal, except that reasonable force may be employed to drive off vicious or trespassing animals."
