Are private citizens who get paid to arrange undercover drug buys for police considered city employees?

The Lawrence Police Department considers them "independent contractors," according to a standard written agreement. The agreement explicitly says the person "is not entitled to workman's compensation or unemployment from the state of Kansas" and is responsible for reporting the income for tax purposes.
