Is there a state law that says a person has to be buried in a casket? Or if that person is cremated, that family members still have to buy a casket?

No. According to the state Board of Mortuary Arts' Web site, a casket is not required in either instance.

Be aware, however, that most cemeteries have policies that require an "outer container."
