Sunflower Broadband carries all of the Topeka television stations except for one, the Fox affiliate. Why is that one excluded from the channel lineup?

According to Sunflower Broadband General Manager Patrick Knorr:

"The FCC regulates that a cable operator can only carry broadcast stations in their Designated Market Area. For Lawrence, that happens to be Kansas City-based stations. There are exceptions: (a) If a station is widely viewed by the population served by the cable operator; (b) If a station's signal reaches the cable operator with specific strength. All the Topeka stations we currently carry fulfill both those requirements. The Topeka Fox station does not reach Lawrence with sufficient signal to qualify as an exception."
