Why is it illegal for garage sale signs to be between the sidewalk and the curb and yet they let the Dole Institute signs stay there?

Dave Corliss, assistant city manager, said: "In response to a request from the Public Safety Office at the University of Kansas, and pursuant to the city's sign code, the City Commission on July 15 approved the temporary placement of directional signs in the city public right-of-way for the Dole Institute of Politics dedication events. Garage sale and yard sale signs in the public right-of-way are not viewed as signs of community interest under the city sign code and are not eligible for this temporary exemption, which can be granted by the City Commission."
