How many hours must neighbors listen to barking dogs before the police would consider it a nuisance?

According to Sgt. Doug Bell of the Lawrence Police Department, there is no minimum hour requirement for a barking dog to be considered a nuisance under Section 3-106 of the city code. City staff attorney Toni Wheeler said the code makes it unlawful for an animal in a residential district to disturb a person in the vicinity "by frequent or long, continued noise."
