What would it take for the city of Lawrence to go to the election of a mayor at large, instead of the city manager form of government? Other cities such as Topeka and Kansas City have this election of a full-time mayor instead of city manager.

City Manager Mike Wildgen said: "According to state statutes (K.S.A. 12-1019), a petition must be submitted requesting a proposition to abandon the city manager form of government and specifying whether to accept the mayor and commissioner form of government or the mayor-council form of government. The proposition must then be submitted to citywide vote."
