Who has the right of way on a two-lane highway with no shoulders when there are two bicycles riding side by side? Are cyclists supposed to ride side-by-side or single-file?

According to Kansas statute, bicyclists traveling on a roadway at less than the normal speed of traffic shall ride as near to the right side of the road as practicable, except when overtaking and passing another bicycle or vehicle proceeding in the same direction; preparing for a left turn at an intersection or drive; or when reasonably necessary to avoid conditions such as fixed or moving objects, parked or moving bikes, pedestrians or surface hazards or narrow width lanes that make it unsafe to continue along the right-hand edge of the roadway.

State law mandates that cyclists not ride more than two abreast, except on paths for the exclusive use of bicycles.
