I remember the Legislature approved a budget provision that would prohibit state agencies from using color printing in their annual reports. Lawmakers said that would save $1 million per year. Is this true?

Gov. Bill Graves budget director Duane Goossen recently reported that the savings will not come close to $1 million. He said removing color printing from annual reports would save $4,000.
