I noticed the speed limit changed to 15 mph on the roundabout on Harvard. When did the traffic safety commission consider this? When did the city commission consider this? Or is this something someone did on their own?

"The 15 mph signs are not new. They were installed when the other advance warning signs were installed," said David Woosley, the city's transportation engineer. "However, they are not speed limit signs, they are speed advisory signs and are based on conditions. Since they are not regulatory, they do not require action by the city commission."
