As policyholders of Blue Cross and Blue Shield, do we have any rights regarding making public the information about how much money was spent on ads promoting the merger?

Bob Hanson, a spokesman for Blue Cross and Blue Shield of Kansas, says policyholders can elect boards of directors. It is up to the board to supervise the company's staff, which administers advertising, he said. Blue Cross of Kansas and Anthem Blue Cross and Blue Shield, which sought the merger, have refused to divulge how much they spent on a statewide television, newspaper and radio advertising blitz touting the proposed merger. Kansas Insurance Commissioner Kathleen Sebelius rejected the merger on Monday.
