When Haskell is making such a fuss, how did a 31st Street route for the trafficway ever get approved in the first place? And why not have a bypass run over 31st Street?

A 31st Street route for the South Lawrence Trafficway was approved by the Federal Highway Administration in 1990, three years before then-Haskell President Bob Martin sent a letter to county and state officials saying there had not been enough study about the effects the road would have on Haskell's spiritual sites.

Engineers with the state's design firm said that an option to build a trafficway over the existing 31st Street has been ruled out because of the cost and likely unappealing appearance.
