Why are there so many lights on at night in the State Capitol and nearby state office buildings?

Because of a delay in the delivery of certain equipment, the central heating plant for the buildings is not working, according to the Kansas Department of Administration.

So, the department has asked all workers to keep the lights on at night and during the weekends "to prevent nighttime freezing and to keep the buildings operating at a reasonable temperature," according to a department memo.

The memo states that the heating plant is expected to be up and running next week.
