With the drug problem in Lawrence, why are stores and filling stations allowed to sell the drug paraphernalia to smoke it with?

Some of the items used by drug abusers are also used for legal purposes, Lawrence Police spokesman Sgt. Mike Pattrick said. Items such as pipes and cigarette wrappers do not become illegal drug paraphernalia unless they are found being used with illegal drugs, he said. Other items have legal uses, although drug abusers make use of them as well, he said. For example, alligator clips can be used with computers but also are sometimes used as roaches for smoking marijuana.
