In consideration of the recent difficulties in California, where is Kansas in the process of electrical power regulation?

"The generation and distribution of electricity in Kansas remains regulated by the state corporation commission, and the transmission function remains regulated by the Federal Energy Regulatory Commission," said Rep. Tom Sloan, R-Lawrence, vice chairman of the House Utilities Committee.

California's problems, Sloan said, stem from earlier decisions to ban construction of additional power plants and prohibit installation of new power lines while doing little to "account for natural growth in demand for electricity."

There's no sign of that happening in Kansas, he said.
