Why are UPS delivery drivers allowed to illegally park anywhere they want?

"Commercial and delivery vehicles may stand or be parked at the curb on any street marked for parallel parking to load or unload materials, subject to some limitations," said Toni Wheeler, staff attorney for the city. "Commercial and delivery vehicles may also be parked in designated, signed loading zones. Otherwise, these vehicles are subject to the regular parking rules and are subject to citations if in violation of the parking laws."
