When one of our utility companies runs cable through an easement, who is responsible to fix the ground that's torn up?

KPL spokesman Mark Schreiber said if the cable is in public right of way, the land is returned back to grade level. He said this often happens in designated utility easements. Or if the cable runs through privately owned land, he said KPL restores the land to whatever is worked out in the agreement with the landowner.
