Is there an ordinance against panhandling? There are always people trying to get money at Ninth and Massachusetts streets.

Toni Wheeler, staff attorney for the city, said: "Technically, yes, there is an ordinance prohibiting 'begging.' However, that ordinance is not currently enforced and has not been enforced for some time because court cases have found similar prohibitions on begging and soliciting on public streets unconstitutional on First Amendment grounds."

City attorneys intend to ask for removal of that section from the code, she said.
