<I>How can a builder get 18 water meters from Rural Water District No. 5? Other people have been waiting for years. How does the district justify that? How does Rural Water District No. 5 decide who gets a water meter?</I>

Sharon Dwyer, the water district's business manager, said the district, which serves the south and southwest areas of Douglas County, has not issued 18 water meters for anyone.

In June 1999, she said, the district mailed about 1,600 letters asking people whether they wanted to participate in a feasibility study for water service. She said 233 people responded and should receive water meters between 2000 to 2005.

The district will not issue new water meters to anyone until the 233 people who participated in the study are served.
