Why did the school district allow the Census Bureau to use a district structure rent-free for four months when they have a budget for their expenses? The local people have to pay rent and it's the local people using the building.
Census staff worked out of the district's old administration building, 3705 Clinton Parkway.
Then-district administrator Jim Freeman, who has taken a job in Illinois, approved the rent-free arrangement with the Census Bureau. The underlying objective was to conduct a thorough survey of the county's population in an effort to reach the 100,000-person plateau.
If that could be accomplished, agencies in the county could qualify for additional federal funding during the next decade.
