<I>In Douglas County, what exactly makes a ballot invalid and causes a vote to be thrown out? Is it marking it twice or not marking it at all?</I>

According to a county official, provisional ballots were not thrown out based on the way they were marked in the Nov. 7 general election. Following the election, the Douglas County Canvassing Board voted 3-0 to throw out 744 of 1,980 provisional ballots because the would-be voters weren't listed as registered voters in Douglas County. The county clerk's office had no files showing the 744 people ever had been registered voters. The remaining 1,236 ballots were counted.
