<I>I live on a new street where there is still lots of building going on. When contractors are building, I know they have to have dirt over the curbs for the trucks but when they're through with the house and the sodding is in, shouldn't they be made to clean up the awful amount of dirt and mud left in the gutters? Who is actually responsible for cleaning up this mess?</I>

The city requires that such dirt or mud be cleaned up by the developer and/or builder responsible for the construction site, City Manager Mike Wildgen said.
