<I>Why didn't they put in a better visitation system for the new county jail? Why didn't they put in phones?</I>

Treanor Architects, Topeka, designed the jail and its visitation system with a round speaker in the glass rather than telephones. Dan Rowe, the architect firm's project manager, said phones are an option, but they have been shown to be a safety threat at some facilities. Because a phone cord could be used to hurt oneself or others, he said, the Sheriff's Department decided to go with a speaker. More often, Rowe said, phones are considered a liability issue between the sheriff's department and architect.

Douglas County Undersheriff Kenny Massey said, as far as he knew, the department hasn't received any complaints about the visitation system.
