Lawrence resident Vance Moulton, 64, laughs as he talks with his case worker, Corey Roelofs, earlier this month during a visit to Moulton's apartment. Moulton, who suffers from cerebral palsy, has twice-weekly, in-home meetings with Roelofs, who works with the Lawrence Douglas-County Health Department's Project Lively, to discuss his living situation and work on improvements to make it easier for Moulton to keep living independently.
