Kansas University senior Garrett Page walks down the hill from campus Tuesday on 12th Street, past a line of parked cars. City commissioners on Tuesday approved new regulations aimed at decreasing parking congestion in the Oread neighborhood. Page, who lives near the corner of 12th and Ohio streets, said from experience, “If you want to go anywhere in the Oread neighborhood, you may as well just walk.”
