Construction work continues in a July 2008 file photo at the site of an underground water filtration plant in the Bronx borough of New York. The facility spans more than six football fields and is as much as 100 feet deep. Though the below-ground plant is designed to be nearly invisible, it has already attracted a lot of attention, with construction beset by cost spurts, delays, seven-figure fins, community opposition, plus a brush with a high-profile Mafia case this year.
