Waste coal is piled high at Gilberton Coal Co. in Gilberton, Pa. Gilberton Coal and Waste Management & Processors Inc., plans to turn a $100 million grant from the U.S. Department of Energy into the nation's first commercial plant converting waste coal into low-emissions diesel fuel. Energy analysts say such coal liquefaction can produce synthetic oil at a cost of $32 a barrel.
