Preliminary excavation is under way on the north side of the Kansas Statehouse for a new underground parking garage and tunnel complex. But as the 2002 Legislature gets ready to begin under the cloud of economic troubles in Kansas, some people wonder why it's necessary to cut funds for the state's schools and the elderly when there's enough money to build covered parking for legislators.
