Should a neighborhood be able to require all-wood shingles on homes for aesthetic reasons, despite a higher fire risk?

“I don’t like those sorts of dictated standards. I understand historic preservation, but there are shingles with modern materials that have the same look but don’t have the risk of fire.”
“I think it should be up to the individual neighborhoods. They have to consider who’s living there and decide if that’s what they want.”
