Should the United States give some of the money for rebuilding Iraq in loans or only grants?

“Loans, I guess. I think we’ve already given them enough help. They should give something back.”
“I don’t think it should be in loans. In a way, it’s like giving to charity. When you give to charity you don’t expect anything back.”
“Grants. They didn’t ask us to come in.”
“I think if we’re going to waste time getting involved in Iraq, we shouldn’t expect to get anything back.”
