Should the City Commission continue to rely on conservative budget estimates?

“I think they need to rely on realistic budget estimates. If they have a history of missing estimates that is predictable, then they ought to be able to use that and come up with a realistic budget.”
“I think the City Commission should spend conservatively until they know exactly how much money they have coming in.”
“No, because it varies too much. Every year is different.”
“I’m really not sure. You shouldn’t count your chickens before they hatch, but you can’t have progress without risks. The economy’s been fluctuating a lot recently, so it may not be a good time to take a risk right now.”
