Should cell-phone users be charged a monthly fee to improve 911 service with a program similar to global positioning?

“I think if it’s a small enough fee it’s no big deal. It’s for something important.”

“Yeah, I think so. I think safety is really, really important.”

“That would be fine. It could be a helpful service, I think.”

“I don’t think we should. I think about all the fees we already pay. As far as global positioning goes, that’s a cool idea, but it seems like that should be a service that already comes with a cell phone.”
