Should counties and cities be able to sue the state for money lost in budget cuts?

“I think it depends on what they’re suing them for. It depends on the situation.”
“No, they should not. It’s a huge precedent that we don’t want. The counties need to take care of their own, and the state needs to take care of its own.”
“No, because there’s budget cuts at the state level, so it’s not going to help anybody.”
