What should Kansas do to prepare for West Nile Virus?

“Watch your health and don’t go to places where you could get infected.”
“First, if they see any strange deaths of horses or birds, it needs to be checked out. And then spray, but do everything else possible first.”
“I think they should prepare people for what the chemicals could do to them, then just spray because there is a fear that West Nile will be bigger than it seems at the moment.”
