Should Lawrence have a year-round homeless shelter that would accept people who are intoxicated?

“Of course. I think that because alcoholism is a disease, and homeless shelters take other people with other diseases, then they should take people who have been drinking.”

“Granted it is a disease, but if they misuse the privilege of the shelter, then it’s not helping.”
