Lawrence City Commission agenda set for Aug. 14 work session
Consent agenda
1. Approve City Commission meeting minutes from 08/07/18.
2. Receive minutes from various boards and commissions:
3. Approve all claims. The list of claims will be posted by the Finance Department on Monday prior to the meeting. If Monday is a holiday, the claims will be posted as soon as possible the next business day.
4. Approve licenses as recommended by the City Clerk’s Office.
5. Approve appointments as recommended by the Mayor.
6. Bid and purchase items
a) Award Bid No. B1804, for the City/KU Fiber Redundancy Project to the low bidder, Rylie Equipment and Contracting Co., in the amount of $198,397.50, and approve the City Manager signing Addendums #3 and #4 with the University of Kansas.
b) Approve change orders in the amount of $55,765.37 to R.D. Johnson for work performed on Capital Improvement Project PW17E1CIP, Kasold Drive from 6th Street to Bob Billings Parkway.
c) Award Bid No. B1842, Project PR1706CIP, for asphalt paving of the Holcom North Parking Lot, to Little Joe’s Asphalt Inc., in the amount of $126,101.00.
d) Award Bid No. 1838, Project PS1701CIP, for Tenant Finish related to the relocation of the Planning and Development Services Department and Municipal Court to the 3rd floor, west wing of the Riverfront Mall and authorize the City Manager to execute a contract with Loyd Builders, in the amount of $762,700.00.
7. Adopt on first reading, the following ordinance(s):
a) Ordinance No. 9519, allowing the sale, possession and consumption of alcohol on the public right-of-way on Saturday, September 22, 2018 from 6:00 p.m. to 10:00 p.m. in the 700 block of Mississippi Street for the Old West Lawrence Neighborhood Association Block Party event.
8. Adopt on second and final reading, the following ordinance(s):
a) Joint Ordinance No. 9520/County Resolution No. ____, for Comprehensive Plan Amendment (CPA-18-00168) to Horizon 2020, Chapter 8, Transportation. (PC Item 4; approved 9-1 on 6/28/18)
b) Ordinance No. 9518, allowing the sale, possession and consumption of alcohol on the public right-of-way on Massachusetts Street between North Park and South Park Streets on Sunday, August 26, 2018 from 8:00 a.m. to 6:30 p.m. during the event.
c) Ordinance No. 9522, adopting the “2018 Standard Traffic Ordinance, Edition 2018”.
d) Ordinance No. 9553, increasing the 2018 expenditure authority.
e) Ordinance No. 9549, levying transit sales taxes.
f) Ordinance No. 9550, levying infrastructure sales taxes.
g) Ordinance No. 9551, levying affordable housing sales taxes.
h) Ordinance No. 9552, retaining the Sales Tax Audit Committee.
i) Ordinance No. 9521, amending identified City Code Sections to establish 2019 water and sewer rates and reflect the applicable guidelines for low-income, elderly person eligibility for reduced water and sewer charges.
j) Ordinance No. 9555, amending City Code Section 16-504 to adjust the rate for the stormwater system drainage charge.
k) Ordinance No. 9554, approving and appropriating the 2019 City of Lawrence Operating and 2019-2023 Capital Improvement Budget.
9. Authorize the mayor to sign a utility easement granting Westar an easement located at 826 Vermont LOT 56 on Vermont Street (South 32 feet of the East 12 Feet of LOT 56 for the purposes of utility easement.
10. Authorize the Mayor to sign a Release of Mortgage for John R. White, 412 Eldridge Street.
Public comment
Regular agenda
1. Conduct public hearing for the purpose of receiving explanation and supporting documentation related to proposals from the City of Lawrence and members of the Lawrence Police Officers’ Association concerning wages and/or fringe benefits and/or working conditions and render a decision by accepting one party’s proposal.
ACTION: Conduct public hearing. The City Commission shall render its decision by accepting one party’s proposal. The City Commission’s decision shall be final and binding.
2. Consider motion to recess into executive session.
ACTION: Approve motion to recess into executive session for approximately 20 minutes to discuss pending legal matters involving the City pursuant to the exception set forth in K.S.A. 75-4319(b)(1) for consultation with attorneys for the City which would be deemed privileged in the attorney-client relationship. The justification for the executive session is to keep attorney-client privileged matters confidential at this time. At the end of the executive session, the City Commission will resume its regular meeting in the City Commission Room.
Work session agenda
1. Receive overview on the Lawrence-Douglas County Fire Medical accreditation process.
2. Receive presentation regarding priority based budgeting.
The City Commission will convene at 5:45 p.m. Tuesday at City Hall, 6 E. Sixth St.
