The idea of putting all K-12 employees in Kansas into a single, high-deductible health plan run by the state was one of the recommendations of a 2016 efficiency study by the firm Alvarez and Marsal, who said it could save the state upward of $80 million a year. But teachers unions and other education groups have strongly opposed it, and a Legislative Post Audit report said that much of the savings would come from reduced benefits.
