25 years ago: City commissioner questions HR department funding

From the Lawrence Daily Journal-World for May 23, 1990:

After voting against an ordinance designed to correct legal problems with the city’s human rights ordinance, Lawrence City Commissioner David Penny was challenged by several people present at this week’s commission meeting. In addition to casting the sole vote against emergency passage of the ordinance, which the Douglas County District Court had recently declared unconstitutional, Penny had said he thought the city’s human relations/human resources department duplicated work done at the state and federal levels, and he questioned the amount of funding received by the department.
