25 years ago: KU chancellor reflects on good and bad in State of the University speech

From the Lawrence Daily Journal-World for May 20, 1990:

In his State of the University address today, Kansas University Chancellor Gene Budig said there were reasons to be both optimistic and pessimistic about the future of the university. During the speech at the KU Alumni Association’s annual meeting, Budig said KU had raised $162 million of the $177 million goal set for the Campaign Kansas fund drive, which had officially started in May 1988. He added, however, that it was disappointing to report the Legislature had passed a budget for the next fiscal year that lacked funding for the Margin of Excellence and included a $3 million reduction in KU’s anticipated appropriation.
